Despite its slogan ? Hip, Historic ? Almost Heaven ? Charleston, W.V., comes in last on Gallup?s latest well-being poll.

The city scored a meager 60.8 points on the pollster?s well-being index ? a 100-point scale measuring physical and emotional health, work environment and access to basic necessities.

The nearby Huntington-Ashland metropolitan area scored 61.2, landing in the bottom two for the third year in a row.

Mobile, Ala., Utica-Rome, N.Y., Hickory-Lenoir-Morganton, N.C., and Fort Smith, Ark.-Okla., round out the roster of frequent bottom dwellers.

Topping the list was Lincoln, Neb., which scored 72.8, landing in the top 20 cities for the third year in a row. Honolulu came in first for emotional health, and Charlottesville, Va., ranked No. 1 for physical health, according to the poll.

Group Says 'Tsunami' of New EPA Rules Could Raise Gas Prices

The American Petroleum Institute stated on Friday that "there is a tsunami of federal regulations coming out of the EPA that could put upward pressure on gasoline prices." According to the institute's Downstream Group Director Bob Greco, the new Tier 3 fuel regulations could raise refiners' costs while providing little to no environmental benefit. Here are the details.

* The EPA released its proposal on Friday that would involve new standards on tailpipe emissions, evaporative emissions, fuel, and emissions test fuel. The EPA estimates that the new standards will have an average cost of about $130 per vehicle in 2025.

* The American Petroleum Institute stated that analysis by energy consulting firm Baker & O'Brien indicates that the Tier 3 proposal would increase the cost of gasoline production by up to nine cents per gallon. A vapor reduction requirement would push the cost increase up to 25 cents a gallon and gasoline costs would also rise 30 percent by 2015.

* Further, Greco stated, the new requirements would actually increase greenhouse gas emissions because of the energy-intensive equipment needed to comply.

* Charles T. Drevna, president of the trade association American Fuel & Petrochemical Manufacturers, echoed the institute's concerns, stating that the new standards are "completely without merit given that the Agency has not previously offered any cost/benefit analysis to justify this onerous rulemaking."

* According to the association, another $10 billion in new infrastructure and $2.4 billion in operating costs will be the result of the Tier 3 regulations.

* However, the Association of Global Automakers praised the proposed standards, stating that the rulemaking will harmonize federal and California programs for both vehicles and fuels.

* The emissions standards included in the rule mirrors California's standards, the automakers association reported.

* According to the EPA, the standards will reduce pollution and help to avoid up to 2,400 premature deaths a year and 23,000 cases of respiratory ailments in children by 2030, in addition to 3,200 hospital admissions and asthma-related emergency room visits, and 1.8 million lost school days, work days and days when activities would be restricted due to air pollution .

* The EPA estimated that, by 2030, the total health-related benefits will be between $8 and $23 billion annually.

* "Today's proposed standards -- which will save thousands of lives and protect the most vulnerable -- are the next step in our work to protect public health and will provide the automotive industry with the certainty they need to offer the same car models in all 50 states," said EPA acting administrator Bob Perciasepe.

Two killed in attack on Libyan military camp

TRIPOLI (Reuters) - Two Libyan military officers were killed and three soldiers injured when unknown assailants forced their way into a military camp in the desert south, an army spokesman said on Saturday.

The early morning attack happened at the Tamahind base, which was previously a storage place for army equipment under ousted dictator Muammar Gaddafi and is near the desert town of Sabha, some 800 km (500 miles) south of the capital Tripoli.

Sabha residents contacted by phone said the attackers came in eight cars before fleeing.

"They came in by cars, shooting. Two officers were killed and three others were injured," Ali al-Sheikhli, spokesman for the army chief of staff, said. "An investigation is under way."

General Ramadan al-Barasi, military governor for the south, was not in the camp during the attack but his assistant Musa al-Awami was among the casualties, Sheikhli said.

In the chaos since Gaddafi's fall in 2011, the North African country's vast desert south has become a smuggling route for weapons which have reached al Qaeda militants deeper in the Sahara. The lawless region is also a conduit for trafficking legal and contraband goods.

Libya's national congress declared the south a military zone in December and ordered the temporary closure of borders with Algeria, Niger, Chad and Sudan.

The decree gave the defense ministry powers to appoint a military governor with authority to arrest fugitives from justice and deport illegal immigrants.

Aging vehicles leave Toyota North America chief optimistic on new sales

NEW YORK, March 28 - Toyota Motor Corp's top North American executive voiced optimism on Thursday about the U.S. economy and said demand in the industry this year would be driven by the need for consumers to replace aging cars and trucks.

Jim Lentz, newly appointed chief executive of North America, said the Japanese automaker sees U.S. industry new-car sales hitting 15.3 million this year, up from 14.5 million in 2012. Just six months ago, its 2013 forecast was for 14.7 million, but the company at the time believed talk of the fiscal cliff's impact would dampen the economy.

"We're cautiously optimistic about a growing economy, but there's still a lot of uncertainty that can derail the consumer's attitude," Lentz said in an interview after the New York Auto Show.

Offsetting his concerns were the improving mood of consumers, which is being reflected in a stronger housing market and rising stock market, and the need for people to replace cars and trucks, the average age of which has reached an all-time high in the United States of more than 11 years.

"When people can look at their 401ks and see that not only have they not fallen, but they are now starting to gain ... that is a real positive to overall consumer confidence," Lentz said.

Toyota should sell about 2.2 million cars and trucks under its three brands - Toyota, Lexus and Scion - this year, up from 2.08 million in 2012. The company is introducing nine new or updated vehicles this year.

Automakers are scheduled to report March U.S. sales on Tuesday and Lentz said Toyota expects the industry's annual sales rate to finish at about 15.4 million vehicles. That would mark the fifth straight month above the 15 million rate.

However, Toyota has no plans to revisit its full-year estimate at this point as Lentz said the company is forecasting the sales rate to slow to a range of 15.1 million to 15.2 million in the second quarter.

Lentz said a tightening of interest rates by the U.S. Federal Reserve would have a minimal impact this year and in 2014 on consumers, many of whom have monthly car payments.

"Whether you lease or whether you borrow money to buy a car, it's still all about the monthly payment," he said. "Right now, if you look at car payments relative to income, cars have probably never been cheaper even though the price of cars continues to go up. That monthly payment is still very fixed."

However, Lentz agreed that the high residual values that automakers are setting on their leased vehicles is not sustainable. He said Toyota is already adjusting its residual values going forward.

"In 2014-2015, this low, low lease party will come to an end," he said.

Toyota shares closed down 46 cents at $102.64 on the New York Stock Exchange on Thursday.
